The 2009 Penrose Citizen of the Year, was honored at the Penrose Chamber of Commerce Annual Banquet in February, 2010.
Honored this year was Clar Shipman. Clar was active in her church, Fremont Custer County Farm Bureau, Fremont County Rodeo Association, and Fremont County Cattle Women. She also was active in helping neighbors and friends with transportation to doctor and medical appointments.
